Students under the age of 13 are required to have their parents submit a COPPA consent form.
When a student under the age of 13 creates an account, they are given a form for their parent/guardian to fill out and submit to bulb, INC.
COPPA (Children's Online Privacy Protection Act) is a United States federal law that all U.S.-based companies must adhere to if they collect personal information. (including bulb pages, etc)
